The site included an existing  historic structure (Vogt-Lemon Building) that will be incorporated in the new facility.  As currently planned, the building initially will include two stories and a basement, with three additional stories and a linear accelerator added at a later date. Based on high column loads, low settlement tolerences, unsuitable existing uncontrolled fill and loose natural sand deposits, and the need to limit disturbance to adjacent structures during the installation of new foundations, GEM recommended that the new building be supported on auger pressure-grouted (APG / augercast) piles. GEM also provided recommendations for surveying and monitoring of the existing historic building to help assure its protection during construction. Other design issues addressed by GEM included: seismic site class; lateral earth pressures for design of basement walls; subgrade modulus for design of slab-on-grade floors; flexible and rigid pavement sections; and shallow foundation bearing pressures for design of ancillary structures including a planned pedway.
